김성태 의원은 지난해 12월 국회에서 이동 노동자들의 고용형태, 보험, 실업급여 등 기존 법으로 보호받지 못했던 부분을 보완하고자 택배기사, 대리운전 기사 등 14개 업종에 대해 고용보험을 당연 적용하도록 하는 고용보험법 개정안이 통과되었고, 이와 같은 추세를 반영하여 대구시에서도 이동 노동자에 대한 체계적 정책지원시스템 구축이 필요하다고 주장했다.

특히 학습지 교사, 택배, 배달, 대리운전 종사자 등과 같이 직무특성상 업무장소가 고정되지 않고 이동해야 하는 이동 노동자들의 처우가 열악한 점에 우려를 나타내면서 “이들은 고용보험법 등 제도적 보호의 사각지대에 있어 이들에 대한 권익보호를 위한 정책적 관심이 필요하다”며 조례 발의 이유를 설명했다.

조례안에는 이동노동자가 근로기준법 등에 따른 법상 노동자가 아니라는 이유로 차별받지 않고 공정한 대우를 받도록 하였고, 이동노동자의 권익보호를 위한 사업으로 법률・노무・취업・교육 등 처우 개선 사업을 추진할 수 있도록 하였으며, 이동노동자 쉼터 조성과 이에 대한 지원에 관한 사항을 규정했다. 

김성태 의원은 “이번 조례가 이동노동자의 노동환경 개선, 복지증진에 기여할 수 있게 되기를 기대하며 대구시의 적극적인 정책 반영을 촉구한다”고 말했다.

The ordinance made it possible for mobile workers to receive fair treatment without discrimination on the grounds that they are not workers under the Labor Standards Act, etc., and as a project to protect the rights and interests of mobile workers, it was possible to promote treatment improvement projects such as law, labor, employment, and education. It stipulated matters related to the creation of shelters for workers and support for them.
