비수도권 ‘7개 권역 대학 총장협의회 연합’이 정책청원문을 발표했다.

지난 19일 전국 4년제 일반대학 협의체인 한국대학교육협의회 소속 9개 권역 중 비수도권 7개 권역의 127개 대학 총장들로 구성된 ‘7개 권역 대학 총장협의회 연합’은 국회 소통관에서 기자회견을 개최하고, 지역대학 발전을 위한 ‘5대 정책’에 관한 청원문을 발표했다.

이들은 발표문을 통해 “산업화 시대를 지나면서 학문과 인재육성으로 지역과 국가 발전에 핵심 역할을 수행해온 지역대학이 지금 위기에 처해 있다”며 “지역에 젊음과 활력을 불어넣으며 지역민들의 자부심이 되어온 지역대학의 위기가 이대로 계속 간다면 대학은 물론, 우리나라 전체 지역의 침체와 소멸도 피할 수 없을 것”이라며 정부와 정치권에 특단의 대책을 요구했다.

이어 이들은“지역대학들이 직면한 위기 요인의 상당부분은 사회구조적 문제와 정부 정책에 기인하고 있다”며 “블랙홀 같은 수도권 일극 집중 현상과 이에 대한 정부정책에서 실효적인 ‘지역대학정책’이 빠져있기 때문”이라고 지적했다.

그러면서 “인재가 지역을 떠나면 기업도 떠나고, 기업이 떠나면 인재 유출은 더욱 가속화하는 악순환으로 이어진다”며 “국가균형발전을 위한 정부의 대대적인 자원 투입이 실효를 거두기 위해서는 지역에 정주하며 지역발전을 견인해갈 인재에 주목해야 한다. 지역인재와 지역대학은 국가균형발전의 핵심 요소”라고 강조했다.

이에 따라 비수도권 ‘7개 권역 대학 총장협의회 연합’은 지역대학 발전을 위한 ‘5대 정책’으로 ▲공공기관 지역인재 채용의무제 개선 ▲지역 사립대학의 특수상황을 고려한 재정지원 확대 ▲지역 국립대 육성을 위한 고등교육 재정지원 확대 ▲정원감축 방향과 정부지원 ▲한계사립대학의 퇴로 마련 등을 요구했다.

이들은 지역대학이 키워낸 우수인재들이 지역과 함께 성장하며 대한민국 균형발전의 꿈과 미래를 함께 이뤄낼 수 있도록 지역대학의 혁신 일로에 정부와 국민들의 적극적인 관심과 응원을 당부했다. 

한편 이날 발표한 정책청원문은 여야 각 정당과 제20대 대통령선거 후보자들에게도 전달될 예정이다.
