19일에도 대구시와 구미시는 갈등을 이어갔다. 구미시는 이날 성명을 내고 대구시가 주장하는 구미국가산단 폐수 수치가 과장된 허위라고 지적했다. 

앞서 대구시는 낙동강 상류 폐수배출량의 65%를 차지하는 구미시의 구미국가산단 폐수 발생업체수가 653개이며, 1일 발생량은 18만여톤에 이른다고 주장했다. 또, 구미국가산단의 낙동강 수질오염사고를 재차 언급하며 피해자는 대구시민이라고 강조한 바 있다. 

이에 대하여 구미시는 이날 “낙동강 상․ 중류권역(대구.달성군 포함)에서의 폐수방류량은 구미시 49%(17.3만톤/일), 대구시 38%(13.6만톤/일)”라고 강조하면서“구미국가산단내의 폐수발생 업체는 362개라고 반박했다. 또, 하루 방류량도 12만톤으로 대구시가 주장하는 사실과 다르다“고 주장했다. 

구미시는 이어 ”대구 산단 내 폐수발생 업체가 1천 321개사로 하루 방류장 10만 7천톤에 달하고, 폐수발생 업체수가 구미시의 3.6배“라고 주장했다. 특히 ”2021년과 2022년 기준으로 특정수질유해물질 배출업소는 대구시 417개사, 구미시 111개사로 3.7배 정도 더 많다“고 강력 반발했다. 

이 밖에도 구미시는 구미시에서 발생한 낙동강 수질오염사고와 관련 대구시의 주장에 적극 반반했다. 일례로 91년 2회 등 낙동강 수질오염사고 9회라고 주장하는 대구시에 대해 ”2008년 발생한 페놀은 구미시가 아닌 김천시에서 발생한 수질오염사고이며‘퍼클로레이트, 1,4-다이옥산, 과불화합물’은 낙동강 수계에 미량유해물질이 검출된 사항으로 사고가 아니다“라고 주장했다. 또, ”2012년과 2013년 발생한 불산 사고는 대기 중에 누출된 환경오염사고로 낙동강 수질오염사고와는 전혀 무관하다“고 강조했다. 

이와 함께 구미시는 ”낙동강 수계 미량유해물질 중 ‘과불화합물 전국 정수장․산업단지실태조사(환경부,2018)’에 따르면 하․폐수처리장에서 대구시가 구미시보다 과불화화합물 농도가 300배 이상 높게 검출된 사실이 있다“며“1,4-다이옥산과 퍼클로레이트는 2009년 1월부터 물환경보전법에 의거 ‘수질오염물질(59종)’항목에 포함하고, 2012년 1월과 2019년 1월부터 배출허용기준이 설정되는 등   배출허용기준을 준수해 관리해오고 있다”고 말했다.

구미시의 이같은 반박은 최근 홍준표 대구시장이 취수원 문제의 주도권을 쥐려고 한다는 판단하에 적극적으로 대응하려는 의지로 풀이된다. 경북도 역시 이미 취수원 문제가 낙동강 다변화 방식으로 결정이 되어 있었던 만큼 구미시와 보조를 맞춰 나갈 것으로 전망된다. 여기에 안동시 역시 당초 안동댐 물을 대구시에 공급하려 했던 권기창 시장의 바램과 달리, 지역 시민단체와 시민, 그리고 상류 석포제련소 등에서 흘러들어오는 불순물에 대한 대구시민의 설득이 쉽지 않아 보이면서 취수원 문제는 홍준표 대구시장 임기 내내 풀지 못할 것이란 우려섞인 불만들도 나오고 있다.
