이를 위해 26일 국회의원 회관에서 김용판 국민의힘 대구시당위원장을 비롯한 지역 국회의원들과 예산정책협의회를 갖고 향후 국회 대응전략을 모색할 예정이다.

특히, 대구 미래 50년 토대 마련에 핵심이 될 '대구경북 통합신공항 특별법' 및 '군위군 편입 법률안'이 다음달 본회의 상정 예정으로 대구시는 이들 법안에 대한 연내 국회 통과에 사활을 건다는 각오다.

대구경북통합신공항 특별법은 국내 항공물류의 25%이상을 책임지는 중남부권 중추공항 건설을 위한 것으로, 지난 8월 2일 여·야 의원 83명이 참여한 가운데 주호영 의원이 대표발의한 바 있다.

국비가 투입되는 국가주도 건설과 예타면제, 중·장거리 운항이 가능한 활주로 건설 등의 내용이 특별법안에 담겼다. 

대구경북통합신공항의 성공적인 건설을 위해 군위 편입 법률안도 연내 정기국회 문턱을 반드시 넘어야 된다.

양 시·도 정치권 합의 하에 올해 1월 법률안이 국회에 제출됐으나, 현재 행안위 계류 중으로 다음 달 법안심사 소위를 거쳐 본회의에서 통과되면 군위편입과 통합신공항 건설이 비로소 본궤도에 오를 전망이다.

정부예산안 처리에도 전략적으로 대응할 계획이다.

대구시는 정부안에 미반영 됐거나 일부 반영된 사업에 대해 국회 심의단계에서 반영되도록 국회에 ‘베이스캠프’를 차리고 지역국회의원실과 공동 대응할 방침이다.

추가 반영이 필요한 사항 중 미래 첨단산업 혁신에 필요한 국비사업으로는 수성알파시티 중심의 ‘지역 디지털혁신거점 구축’(총 480억원), 노후산단 경쟁력 강화를 위한 ‘스마트 주차장 인프라 구축’(총 755억원), 자동차 부품업계 업종 전환 및 모터분야 특화단지 조성을 위한 ‘전기차 모터 혁신기술 육성사업’(총 309억원)이 포함됐다.

또 시민 문화공간 조성 및 삶의 질 향상을 위해 세계적 수준의 상설 수상공연장을 설치하는 ‘월드클래스 수성못 공연장 조성’(총 91억원), 완전개통을 목표로 한 ‘3차순환도로(캠프워커 서편) 건설’(총 170억원) 등이 지역 국회의원들의 전방위적 협조가 필요한 사업으로 요청될 예정이다.

홍준표 대구시장은 “통합신공항특별법 제정 등 올해 남은 국회 일정이 대구 미래 50년 토대 마련에 큰 분수령이 될 것으로 보인다”며 “대구 재건에 반드시 필요한 정책과 그 정책예산을 확보하는 것에 방점을 찍고 지역국회의원들과 총력 대응해 시민들의 ‘체인지 대구’를 향한 열망에 보답하겠다”고 밝혔다.
