이 과정에는 학생과 학부모, 교육청 담당자, 교감, 담임교사 등 학교 관계자가 모두 참여해 실질적인 갈등 조정이 이뤄진다. 한 중학생의 학부모는 “법적 책임만을 묻기보다 자녀의 감정을 살피고 피해 학생을 위한 회복을 돕는 경험이 깊은 교육적 의미가 있었다”고 밝혔다.
시교육청 관계자는 “대구는 가해학생에게 서면사과나 접촉금지 등 다중 조치를 함께 적용해 폭력 재발을 방지하고 있다”며 “이러한 교육적 접근 덕분에 교육부의 학교폭력 실태조사에서 2012년 이후 꾸준히 전국 최저 응답률을 유지하고 있다”고 설명했다.
강은희 교육감은 “갈등조정지원단의 활동은 단순한 처벌이 아닌, 갈등을 통한 성장을 유도하는 교육적 접근”이라며 “앞으로도 학생의 성장을 돕는 학교문화 정착에 힘쓰겠다”고 말했다.
