【브레이크뉴스 】이성현 기자=대구미술관 소장 작품이 대구광역시의 고위 간부와 대구광역시의회 의원들의 사무실 장식품으로 사용되어 논란이 되고 있다.

대구경제정의실천시민연합(경실련)은 4일 보도자료를 통해 대구미술관과 대구문화예술회관이 소장하고 있는 미술작품이 대구광역시 고위 간부와 대구광역시의회 의원들의 사무실에 장식품으로 걸려있다’는 제보를 받았다고 밝혔다.

이에 따라 경실련이 정보공개청구를 통해 확인한 바에 따르면 대구미술관이 대구시 등에 2020년 한해동안 대여한 작품은 9점이며 대구문화예술회관이 대구시·대구시의회 등에 대여한 작품은 17점으로 모두 26점에 달한다.

대여된 작품은 모두 청사 환경정비 명목으로 대여되었는데 이를 두고 경실련은 “시민의 문화수요 충족, 미술의 발전과 창작활동에 기여할 목적으로 기증받거나 구입한 미술작품들이 대구시, 대구시의회의 ‘청사 환경개선’을 위한 장식품으로 전락한 것”이라고 강하게 비판했다.

아울러 경실련은 “청사 환경개선이라는 터무니없는 이유로 대구미술관, 대구문화예술회관 소장 작품이 대여되는 일이 재발되지 않도록 조례시행규칙 등 관련 규정을 정비하라”고 강조하며 대구시와 대구시의회의 사과와 대여 받은 미술작품의 반환을 촉구했다.

한편 대구광역시 미술관운영조례시행규칙(조례시행규칙)에 따르면 대구시장은 국가·지방자치단체 또는 공공미술관 등에서 하는 공개 전시, 국제문화교류를 위한 전시, 작품을 미술관에 관리전환 또는 기증한 자가 특별히 대여를 요청하는 경우, 그 밖에 시장이 대여가 필요하다고 인정하는 경우에 해당되는 경우에는 미술관 업무에 지장을 초래하지 않는 범위에서 소장작품을 대여할 수 있다. 

그러나 경실련은 “시장이 필요하다고 인정하는 경우라도 시민의 문화수요 충족, 미술의 발전과 창작활동 지원이라는 미술관, 소장 작품의 본질적인 기능에서 벗어날 수 없다는 점을 감안하면 청사 환경개선이라는 명목으로 대구미술관, 대구문화예술회관 소장 작품을 대구시, 대구시의회에 대여한 것은 단순한 문제가 아니다”라고 주장했다.
