최근 전국적으로 외국인 근로자 코로나19 집단감염이 발생하고 있으며, 특히 대구와 인접한 고령에서 집단감염이 발생해 지역사회 내 확산 차단 및 선제적 코로나19 진단검사 필요성이 증가했다.
이에 대구시는 오는 19일부터 28일까지 외국인 근로자 3인 이상 고용사업주를 대상으로 사업장 내 근로자 2인 이상(3명인 경우 1명)인 경우와 2021년 3월 1일 이후 외국인 근로자 신규채용 고용사업주에게 진단검사를 의무적으로 실시토록 하는 행정명령을 시행한다고 밝혔다.
지난 진단검사 1차 행정명령에서 2,553명을 검사해 전원음성 판정을 받은 대구시는 진단검사를 적극적으로 독려하기 위해 2차 행정명령 또한 1차때와 마찬가지로 불법체류 여부와 관계없이 익명으로 관내 보건소에서 무료로 코로나19 진단검사를 받을 수 있다고 전했다.
행정명령을 위반 할 경우 ‘감염병의 예방 및 관리에 관한 법률’ 제80조제7호에 따라 고발조치(300만원 이하의 벌금)될 수 있고, 같은 법 제49조에 따라 처분 및 위반으로 발생한 모든 확진 관련 검사‧조사‧치료 등 방역비용이 구상 청구될 수 있다.
김태운 대구시 일자리투자국장은 “이번 행정명령은 최근 전국적으로 확산되고 있는 외국인 근로자 집단감염의 지역사회 내 전파를 사전에 방지하고 안전한 근로환경을 조성하는게 목적이다”며, 외국인 고용사업주는 사업장 내 외국인 근로자가 반드시 코로나19 진단검사를 받을 수 있도록 적극적으로 동참해 주시길 당부드린다”고 말했다.
