주호영 부의장은 25일 기자간담회에서 “산업과 행정, 재정 규모를 키우지 않고서는 수도권 집중을 뚫어낼 수 없다”며 광주·전남, 대전·충남 등의 통합 추진 사례를 예로 들었다. 이어 “대구·경북 행정통합은 재산업화 전략의 전제”라며 정부와 여당이 빠르게 논의를 진행하고 있는 상황임을 강조했다. 대구시장 후보가 공식 석상에서 통합의 필요성을 공개적으로 밝히기는 이번이 처음이다.

실제 사례로는 광주 무등산과 대구 팔공산의 국립공원 지정 과정을 언급했다. 그는 “결정 시기를 놓친 지역이 장기간 불이익을 감수해야 했던 적이 있다”며, 행정통합 역시 때를 놓치면 격차를 극복하기 어렵다고 지적했다.

이는 기존 대구시의 소극적인 태도와도 대조된다. 대구시는 그간 행정통합에 원론적으론 찬성해왔지만, 정치적 부담과 지역 간 이견을 이유로 적극적인 움직임을 보이지 못했다는 평가가 많았다. 

반면, 주 부의장은 국회부의장으로서의 협상력과 여당 내의 영향력을 전면에 내세워 ‘통합을 밀어붙일 수 있는 후보’ 이미지를 부각하고 있다.

경북 북부 지역의 반발과 도청 위치 문제 등 통합 과정에서 발생할 수 있는 갈등에 대해서는 “모든 이해관계자가 100% 만족하는 통합은 어렵다”면서도, 이해 당사자 간 조정과 양보가 반드시 필요하다는 입장을 밝혔다. 

다만 “특정 지역이 통합으로 인해 과도한 불이익을 받지 않도록 제도적 보완 장치는 마련돼야 한다”고 말했다.

주 부의장의 이 같은 구상은 이번 대구시장 선거를 단순한 지방권력 교체를 넘어, 대구·경북의 행정 지형과 발전 경로를 결정짓는 중요한 분기점으로 만들고 있다. 

행정통합을 둘러싼 찬반과 추진 속도 등에 대한 논쟁이 본격화되면서, 이번 대구시장 선거는 지역 미래를 가르는 치열한 승부가 될 것으로 보인다.

He noted, "There have been cases where regions that missed the decision deadline suffered long-term disadvantages," and pointed out that administrative integration, too, would be difficult to overcome if the timing was missed.

This contrasts with the previous passive stance of Daegu City. While Daegu City has supported administrative integration in principle, many critics say it has been unable to take proactive steps due to political pressure and regional differences.

Conversely, Vice Speaker Joo is emphasizing his negotiating skills as Vice Speaker of the National Assembly and his influence within the ruling party, portraying himself as a candidate capable of pushing forward integration.

Regarding potential conflicts arising during the integration process, such as opposition from the northern part of Gyeongbuk and the issue of the provincial government's location, he stated that "it will be difficult to achieve a 100% satisfactory integration for all stakeholders," but emphasized the necessity of coordination and compromise among stakeholders.

However, he added, "Institutional safeguards must be in place to prevent certain regions from suffering undue disadvantages due to the integration."
