내년 지방선거를 앞두고 윤 의원이 대구시장 출마 가능성을 거론한 만큼, 이번 발언이 정치 행보와 맞물린 것 아니냐는 해석도 나온다.

윤 의원은 19일 “정치는 타이밍이고 행정은 속도”라며 통합 논의의 신속한 진행이 중요하다는 입장을 냈다.

그는 “우리가 주저하면 ‘죽 쒀서 남 주는’ 상황이 벌어질 수 있다”며, 대한민국 1호 광역행정통합 모델로 대구·경북이 선점해야 한다고 역설했다.

이처럼 윤 의원이 통합 논의에 속도를 요구하는 건 정부의 광역통합 지원 정책과 맞물려 있다. 최근 정부는 광역 단위 통합을 추진하는 지역에 대규모 재정 지원과 공공기관 이전, 세제 혜택 등 다양한 인센티브를 제공하는 방안을 검토하고 있다. 연간 최대 5조 원, 4년간 총 20조 원의 재정지원 가능성까지 언급되고 있어, 최초 통합 성공 지역이 향후 기준 모델이 되고 더욱 유리한 조건을 선점할 수 있다는 분석이 설득력을 얻는다.

윤 의원은 특히 대전·충남, 광주·전남 등이 정부의 우선 추진 지역으로 오르내리는 상황에서 대구·경북의 발걸음이 늦어질 경우 상대적 불이익을 받을 수 있다고 우려한다. “우리가 주도권을 잡아야만 통합신공항 건설이나 경북 북부권 균형발전 등 지역 핵심 과제를 정책 조건에 확실히 반영할 수 있다”는 게 그의 입장이다.

이어 그는 통합 논의의 실무적 세부사항도 빠르게 챙겨야 한다고 강조했다. “남이 짠 틀에 우리를 끼워 맞추기보다는, 초기 설계 단계부터 대구·경북의 요구를 제도에 넣는 게 대단히 중요하다”고 말했다.

하지만 대구·경북 행정통합을 둘러싼 지역 내 논의는 아직 뚜렷한 진전이 보이지 않는다. 양 시·도의 공식 협의 일정, 실무 협의체 구성 여부, 통합 이후 권한 배분과 재정 구조 등 주요 쟁점들이 여전히 숙제로 남아 있고, 중앙정부의 구체적 기준도 확인이 필요하다.

윤 의원은 “이제 국회와 지방정부가 머리를 맞대고 공식 논의를 시작할 시점”이라며, “대구·경북 통합은 지역 발전의 분수령이 될 수 있는 만큼, 주저하다 기회를 잃는 일이 없도록 모두가 힘을 모아야 한다”고 거듭 강조했다.

Recently, National Assemblyman Yoon Jae-ok has emphasized the need for administrative integration between Daegu and North Gyeongsang Province, drawing keen attention from local politicians.

Representative Yoon is particularly concerned that Daegu and Gyeongbuk could be at a relative disadvantage if they delay their progress, given that Daejeon/South Chungcheong Province and Gwangju/South Jeolla Province are currently being prioritized by the government. He believes, "Only by taking the initiative can we ensure that key regional priorities, such as the construction of an integrated new airport and balanced development in northern Gyeongbuk Province, are reflected in policy conditions."

He further emphasized the need to swiftly address the practical details of the integration discussions. "Rather than trying to fit ourselves into someone else's framework, it is crucial to incorporate Daegu and Gyeongbuk's demands into the system from the initial design stage."

However, regional discussions surrounding the administrative integration of Daegu and Gyeongbuk have yet to make significant progress. Key issues remain, including the schedule for official consultations between the two cities and provinces, the formation of a working-level consultative body, the allocation of authority and the financial structure after the merger, and the central government's specific standards also need to be confirmed.

Representative Yoon stated, "Now is the time for the National Assembly and local governments to sit down and begin official discussions." He reiterated, "The integration of Daegu and Gyeongbuk could be a watershed moment for regional development. We must all work together to ensure we don't miss this opportunity due to hesitation."
