문화체육관광부(장관 황희)가 국가기증 이건희 기증관 건립 후보지를 서울 용산과 송현동 부지 2곳으로 발표하면서 이를 유치하고자했던 지자체들의 반발이 이어지는 가운데 대구광역시의회(의장 장상수)가 이에 대한 비판의 목소리를 보탰다.
8일 대구시의회는 중앙컨벤션센터에서 지방의회 부활 30주년 기념식에서 지난 7일 문체부가 발표한 이건희 기증품 활용의 4대 기본원칙에 대해 “문화분권을 무시하는 일방적 입지발표를 철회하라”며 이건희 기증관 전국 공모 촉구에 나섰다.
대구시의회는 문체부의 이와 같은 결정에 대해 “지역 균형발전과 문화분권을 정면으로 역행하는 것”이라고 지적했다.
그러면서 “이미 서울과 수도권은 국립현대미술관의 3개 전시관이 모두 집적되어 있으며 기증된 이건희 컬렉션 중 작품 1400여점이 국립현대미술관에 기증되었다”면서 “현 상황에서도 수도권과 지역 간의 문화 불균형은 극심한 상황”이라고 강조했다.
이어 대구시의회는 “대구·경북은 물론이며 전국 40여 지자체가 기증관 유치의사를 표명했지만 문체부는 단 한 번도 지역 의견을 수렴하지 않았다”면서 “이는 이건희 기증관 유치를 통해 문화로 성장과 발전을 기대한 대구 및 40여 지자체의 의지를 무참히 짓밟는 행위”라고 덧붙였다.
아울러 의회는 “정부의 기조인 문화 분권과 균형발전이 말뿐이었다는 것 단정적으로 보여주는 것”이라며 “입지발표를 당장 철회하고, 입지선정을 전국 공모하라”고 강력히 촉구했다.
한편 문체부가 이건희 기증관 건립 후보지를 발표한 직후 대구시는 “공정성·정당성 결여 '폭거”라고 표현하며 유감을 표명하였으며 부산, 세종, 창원 등 유치경쟁에 뛰어들었던 다른 지자체도 아쉬움을 드러내며 일제히 비판의 목소리를 냈다.
